Article 1
The Executive Yuan has established the Ministry of Sports ("the Ministry") to manage national sports matters; promote sport for all; develop sports education, competition, industry, and diplomacy; shape sports culture; and implement values of diversity, equality,
social inclusion, and sustainable development.
Article 2
The Ministry is responsible for the following matters:
1.Researching, planning, promoting, managing, and supervising national sports policies and regulations.
2.Planning, promoting, guiding, rewarding, managing, and supervising the equality of access to sports in relation to physical and mental conditions, gender, age, ethnicity, region, and socioeconomic status.
3.Planning, promoting, guiding, managing, and supervising adaptive sports development, competitive sports for people with disabilities, those with impairments, and inclusive sports.
4.Developing competitive sports and cultivating, selecting, rewarding, guiding, and ensuring the career development and rights protection of athletes; cultivating, enhancing, certifying, and employing coaches and professionals in diverse sports fields.
5.Developing the sports industry and cultivating talent for the sports industry; guiding professional sports; collecting, preserving, presenting, and promoting sports cultural heritage; planning, promoting, managing, and supervising the sports lottery, Sports
Development Fund, multi-source funding, sports science development and innovative applications.
6.Engaging in international sports affairs exchange and cultivating international engagement talent; organizing international sports events and encouraging sports talents to participate in international sports organization planning, promoting, managing, and
supervising.
7.Developing sports facilities and constructing and renovating sports venues for sustainable operation; planning, promoting, managing, and supervising the types, classification, and coordinated use of sports facilities and venues, as well as of the creation
of a friendly sports environment.
8.Promoting, guiding, and supervising the healthy development and good governance of national sports groups; coordinating sports development matters with relevant agencies (organizations) and groups.
9.Supervising the implementation of sport for all matters by subordinate agencies.
10.Other related sports matters.
Article 3
The Ministry shall have one Minister, appointed specifically; two Political Deputy Ministers, whose positions correspond to the Senior rank civil service grade 14; and one Administrative Deputy Minister, whose position corresponds to the Senior rank civil service
grade 14.
Article 4
The Ministry shall have a Chief Secretary, whose position corresponds to the Senior rank civil service grade12.
Article 5
The Ministry shall establish the Sports for All Agency to handle sport for all operations, promote competitive sport for all, and shape sports culture.
Article 6
For operating needs, the Ministry may apply to the Executive Yuan for approval to assign personnel to foreign offices and handle matters in accordance with the regulations of the Organization Act of Diplomatic Missions of the Republic of China (Taiwan).
Article 7
The Ministry’s first-level operations unit heads may be appointed based on qualifications similar to associate professors or professors at higher education institutions above college level when necessary; their retirement and pension matters shall be handled
according to relevant teacher regulations, with approval from the Ministry.
Article 8
The Ministry and its affiliated agencies, in response to the development of sports, may hire professional personnel in sports-related fields in accordance with the Regulations for the Employment of Personnel.
Article 9
The official titles, ranks, and personnel quotas for positions in the Ministry shall be defined separately in the organizational chart.
Article 10
The implementation date of this Act shall be decided by the Executive Yuan. |
