Point 1
The Ministry of Education (hereunder abbreviated to “the Ministry”) has formulated these Directions to strengthen widespread ability of people in Taiwan and overseas to use traditional Chinese, and encourage foreign nationals around the world to learn Chinese,
to thereby facilitate the teaching, passing on to future generations, and more widespread use of the Chinese language.
Point 2
The tests of Chinese language proficiency referred to in these Directions test listening, speaking, reading, and/or writing proficiency in the Chinese language.
Point 3
The official English name of the Chinese language proficiency tests is the “Test of Chinese as a Foreign Language”.
Point 4
The Chinese language proficiency test levels and testing methods, and planning of the annual implementation of the Test of Chinese as a Foreign Language are determined by the Steering Committee for the Test of Proficiency–Huayu, the advisory panel for the Test
of Chinese as a Foreign Language set up by the Ministry. The Ministry may commission educational and academic institutions with credibility and professional standards to handle matters related to conducting the tests and related administrative matters.
Point 5
The Ministry and educational and academic institutions commissioned by the Ministry to conduct the tests shall be responsible for maintaining the confidentiality of the test questions, test takers’ personal data, and other test-related matters.
Point 6
This test is primarily intended for persons whose native language is not Chinese.
Point 7
These tests are conducted by means of written and oral examinations, when necessary supplemented by computer-based testing.
Point 8
The tests are organized separately in Taiwan and in different places overseas. In principle the tests in Taiwan are held twice a year, and the tests overseas are held at least once a year; if necessary, the tests may be held additional times.
Point 8-1
The overseas missions allocate the funds required to conduct these tests overseas from their budgets. The test expense items comprise fees paid to members of the test committee, agent fees, staff costs to run the tests, invigilation costs, temporary staff wages,
venue costs, and miscellaneous expenses.
Among the test expense items referred to in the preceding paragraph, the Ministry may give priority to providing subsidies for the staff costs to run the tests, invigilation costs, and the venue costs which are necessary expenses incurred to conduct the tests.
Point 9
The Ministry will issue a certificate for each Test of Chinese as a Foreign Language test that was conducted in accordance with these Directions that a person registers for and passes.
