1. These Notes are prescribed in accordance with Article 2 of the Regulations for Studying in Taiwan for Children of Outstanding Overseas Scientific and Technological Personnel (“the Regulations” hereinafter).
2. Eligibility of the “outstanding overseas scientific and technological personnel” (“the high-tech talent” hereinafter) referred to in Article 2 of the Regulations shall be validated according to the following mechanisms:
(1) Mechanism 1: Verify that the applicant is recruited to Taiwan pursuant to the relevant provisions of central government agencies or Academia Sinica.
(2) Mechanism 2: Verify that the applicant’s qualifications comply with the relevant provisions in the preceding subparagraph.
(3) Mechanism 3: Preliminary review – The central competent authority in charge of the industry shall form a review panel to determine whether the applicant is an “outstanding” high-tech talent. The review result, together with the result of his/her children’s
application for studying in Taiwan, shall be sent to the K-12 Education Administration.
(4) Mechanism 4: Secondary review – The Administration shall invite National Science and Technology Council (NSTC) and related agencies to form secondary review panel, for reviewing the applications of the high-tech talent’s children for studying in Taiwan
submitted by various central competent authorities in charge of the industries.
3. The relevant provisions mentioned in Subparagraph 1 of the preceding Article are:
(1) Global Innovation Partnership Initiatives Program of the Ministry of Economic Affairs (MOEA)
(2) Leading Enterprise R&D Deepening Program of the MOEA
(3) Operating Guidelines for NSTC Subsidies for the Recruitment of Visiting Sci-Tech Personnel
(4) Guidelines for NSTC Subsidies for Recruitment of Research Scholars and Implementation of Research Projects
(5) Directions for the Recruitment of Sci-Tech Professionals by the Agricultural Research Institute, Ministry of Agriculture
(6) Subparagraph 1, Paragraph 1, Article 46 of the Employment Service Act
(7) Relevant provisions laid down by other ministries/councils or Academia Sinica pertaining to the recruitment of high-tech talents.
Subparagraph 6 of the preceding paragraph is applicable only to technology work categories as recognized by the central competent authorities in charge of the industries. |
