Article 1

 

The Standards are enacted pursuant to Article 23-4 of the University Act.

Article 2

 

Those who meet one of the following criteria may take the examination for being enrolled in an undergraduate program:

1.Those who have studied in a senior high school, vocational high

school, or an extension school and meet one of the following criteria:

(1) Those who have completed the second semester of the second year in a day school or the second semester of the third year in a night school before discontinuing or suspending the study for at least two years, and hold a certificate of study, a certificate of transferring to a

different school, or a certificate of suspension of study with

transcripts attached.

(2) Those who have completed the first semester of the third year in a

day school or the first semester of the fourth year in a night school

before discontinuing or suspending the study for at least one year, and

hold a certificate of study, a certificate of transferring to a different school, or a certificate of suspension of study with transcripts attached.

(3) Those who fail to graduate after having completed the required years of study, and hold a certificate of study.

2.Those having studied in a five-year college or an extension school who meet one of the following criteria:

(1) Those who have completed the second semester of the third year

before discontinuing or suspending the study for at least one year, and

hold a certificate of study, a certificate of transferring to a different school, or a certificate of suspension of study with transcripts attached.

(2) Those who have completed the fourth or fifth year and above before discontinuing or suspending the study, or fail to graduate after having completed the required years of study, and hold a certificate of study, a certificate of transferring to a different school, or a certificate of suspension of study with transcripts attached.

3.Those who have completed the third year in the extension division of a senior high school, vocational high school or practical skill school and hold a diploma.

4.Those who have passed an examination evidencing possession of academic attainments, and hold a certificate equivalent to the diploma of a senior high school, vocational high school or junior college.

5.Young soldiers who have passed an examination evidencing possession of academic attainments, and hold a certificate equivalent to the diploma of a senior high school.

6.Retired servicemen who have passed an examination evidencing possession of academic attainments, and hold a certificate equivalent to the diploma of a senior high school.

7.Servicemen who have passed an examination evidencing possession of academic attainments, and hold a certificate equivalent to the diploma of a senior high school.

8.Those who have passed the following national examinations with an

eligibility certificate:

(1) Civil Service Senior Examination, Junior Examination or Levels 1-4 Special Examinations.

(2) Senior, Junior Examinations for Professional and Technical Personnel or special examinations of equivalent levels.

9.Those who hold a certificate of study of a senior high school in (Mainland) China recognized by the regulator, and meet one of the criteria as listed in Subparagraph 1.

10.Those possessing certified skills with one of the following qualifications as evidenced by certificates:

(1) Those who have obtained a Class C Technician certificate or a comparable certificate and worked for at least five years.

(2) Those who have obtained a certificate of Class B Technician or a comparable certificate and worked for at least two years.

(3) Those who have obtained a Class A Technician certificate or a comparable certificate.

11.Those aged 22 and older and having received informal education that is recognized by MOE and earned at least 40 credits in different subjects with a certificate evidencing the credits earned.

12.National Open University part-time students who have earned at least 40 credits (excluding extension education courses) with a certificate evidencing the credits earned.

Article 3

 

Those who meet one of the following criteria may take the examination for being enrolled in a master's program:

1.Those who have not completed only the last year of undergraduate study before discontinuing or suspending the study for at least two years starting from the first day of the last year of required years of study, and hold a certificate of study or suspension of study with transcripts for all semesters attached.

2.Those who fail to graduate one year after having completed studying in an undergraduate program but not started the last year, and hold a certificate of study or suspension of study with transcripts for all semesters attached.

3.Those who have completed studying in an undergraduate program for four years with a maximum of six years or longer (including practical training), and have earned the required 128 credits.

4.Those who have graduated from a three-year college for at least two

years or a two- or five-year junior college for at least three years.

Those who have obtained a qualification or diploma from the extension school of a college, or an eligibility certificate of equivalent

academic attainments shall receive the same treatment as those who have graduated from a two-year college. Each school may set out the required work experience and minimum number of years worked, separately.

5.Those who have passed the following national examinations with an

eligibility certificate:

(1) Civil Service Senior Examination or Levels 1-3 Special Examinations.

(2) Senior Examination for Professional and Technical Personnel or special examinations of equivalent levels.

6.Those who have worked for at least three years after obtaining a Class A Technician certificate or a comparable certificate.

Article 4

 

Those who meet one of the following criteria may take the examination for being enrolled in a doctoral program:
1.Those who have failed to graduate, discontinued or suspended studying for at least one year, after having studied for a master's degree for two years and earned the required credits (without the dissertation), hold a certificate of study or a certificate of suspension of study with transcripts attached, and are able to submit writings of quality equivalent to that of a master's dissertation.
2.Those who have graduated from a university with a bachelor's degree in medicine or dentistry, have undergone at least two year' professional training, and are able to submit writings of quality equivalent to that of a master's dissertation.
3.Those who have graduated from a university with a bachelor's degree; worked in a field related to the program in which they are interested for at least five years; and are able to submit writings of quality equivalent to that of a master's dissertation.
4.Those who have passed the following national examinations with an eligibility certificate; worked in a field related to the program in which they are interested for at least six years; and are able to submit writings of quality equivalent to that of a master's dissertation.
(1) Civil Service Senior Examination or Levels 1-3 Special Examinations.
(2) Senior Examination for Professional and Technical Personnel or special examinations of equivalent levels.
Whether the quality of writings is equivalent to that of a master's dissertation shall be decided by individual universities.
Creations, performances and written reports or technical reports may substitute for writings in art or applied technology.
The "professional training" as indicated in Point 2 and the "worked in a field related to the program in which they are interested" as indicated in Points 3 and 4 shall be defined by the school.
Those meeting the criteria as indicated in Point 1-2 of Article 4 before the Standards were amended and enacted on (date) may take the examination for being enrolled in a doctoral program according to the original standards within five years following amendment and enactment of the Standards.

Article 5

 

Points 1 and 2 of Article 2 shall apply to those holding a diploma from a foreign high school or junior college whose diplomas are accepted according to Rules Governing Recognition of Foreign Diplomas.
Those having graduated from a foreign high school or junior college in a period of time less than that of its Taiwan counterpart may take the examination for being enrolled in the undergraduate program in which they are interested with equivalent academic attainments. However, the school may increase their required number of credits or number of years in which they have to complete their study.
Points 1-4 of Article 3 and Points 1-3 of Article 4 may apply to those holding a diploma from a foreign junior college or higher that meet the provisions of Rules Governing Recognition of Foreign Diplomas.
Relevant MOE rules shall apply to those having graduated from a military or police academy.

Article 6

 

The calculation of years set forth in the Standards, unless provided below, shall start from the stipulated beginning date till the last day of enrollment of the current academic year:

1.When calculating the number of years for which one has discontinued or suspended study: The beginning date is the last day on which the last semester was completed as indicated in the transcripts for all enrolled semesters, the certificate of study, the certificate of transferring to a different school, while the ending date is the last day by which one has to enroll in the program of the current academic year.

2.When calculating the number of years undergoing professional training and spent working in a field related to the program in which one is now interested to enter: The beginning date is the date as indicated on the certificate of training or working, while the ending date is the last day by which one has to enroll in the program of the current academic year.

Article 7

 

The Regulations shall take effect from the day they are announced.
