Article 1 These Regulations are adopted pursuant to Article 25 of the University Act, Article 26 of the Junior College Act, Article 3-1 of the Senior High School Act, and Article 4-1 of the Vocational School Act. Article 2 Terms used in these Regulations are defined as follows: 1. "International mathematics or science Olympiad" means The International Mathematical Olympiad (since 1959; not held in 1980)(IMO), The International Physics Olympiad (since 1967; not held in 1973, 1978, 1980)(IPhO), The International Chemistry Olympiad (since 1968; not held in 1971)(IChO), The International Biology Olympiad (since 1990)(IBO) The International Earth Science Olympiad (since 2007) (IESO),, or The International Olympiad in Informatics (since 1989)(IOI), the Asian Pacific Mathematics Olympiad(IAPMO), the Asian Physics Olympiad(IAPhO), and other international mathematics or science Olympiads recognized by the Ministry of Education (" the Ministry"). 2. " International science fair" means the US International Science and Engineering Fair (ISEF)and other international science fairs recognized by the Ministry. 3. "Academic advancement incentives" means guaranteeing admission or recommending admission to the next higher school by means of providing extra admissions quota. 4. "Senior secondary school" means ordinary senior high schools, bilateral senior high schools, senior high school sections of comprehensive junior-senior high schools, vocational schools, and ancillary vocational programs of senior high schools. 5. "Colleges and universities" means four-year universities, technical universities, or technical colleges. 6. "Corresponding department" means a department in the same major subject area that is competed in. Article 3 A senior secondary school student who represents Taiwan to compete in an international mathematics or science Olympiad with good performance results may apply for guaranteed admission or recommended admission to study at a college or university at the choice of the student as specified in the provisions below: 1. For winning a gold medal at an international mathematics (IMO), physics(IPhO), chemistry(IChO), biology(IBO), earth sciences (IESO), or informatics (IOI) Olympiad: guaranteed admission at a college or university to the corresponding department or to any department within a related college including the colleges of science/mathematics, engineering, medicine, agriculture, life sciences, electrical engineering, or information science, or recommended admission to any department at a college or university. 2. For winning a silver medal at an international mathematics, physics, chemistry, biology, earth sciences, or informatics Olympiad: guaranteed admission at a college or university to the corresponding department or to any department within a related college including the colleges of science/mathematics, engineering, agriculture, life sciences, electrical engineering, or information science, or recommended admission to any department at a college or university. 3. For winning a bronze medal or honorary award at an international mathematics, physics, chemistry, biology, earth sciences, or informatics Olympiad; or winning a gold medal, O'Halloran Prize, silver medal, or bronze medal at the Asian Pacific Mathematics Olympiad; or winning a gold medal, silver medal, or bronze medal at the Asian Physics Olympiad: guaranteed admission to the corresponding department at a college or university, or recommended admission to any department at a college or university. 4. For winning an honorary award at the Asian Pacific Mathematics or Asian Physics Olympiad, or undergoing the final round of selection and training to compete at an international mathematics or science Olympiad, completing the training, and earning the recommendation of the selection and training committee (in principle, this comprises the upper 50 percent of the list): recommended admission to the corresponding department at a college or university. Article 4 A senior secondary school student who represents Taiwan to compete in an international science fair with good performance results may apply for guaranteed or recommended admission to study at a college or university at the choice of the student as specified in the provisions below: 1. For winning a first place grand award at the US International Science and Engineering Fair: guaranteed admission at a college or university to the corresponding department or to any department within a related college including the colleges of science/mathematics, engineering, medicine, agriculture, life sciences, electrical engineering, or information science, or recommended admission to any department at a college or university. 2. For winning a second place grand award at the US International Science and Engineering Fair: guaranteed admission at a college or university to the corresponding department or to any department within a related college including the colleges of science/mathematics, engineering, agriculture, life sciences, electrical engineering, or information science, or recommended admission to any department at a college or university. 3. For winning a third or fourth place grand award at the US International Science and Engineering Fair: guaranteed admission to the corresponding department at a college or university, or recommended admission to any department at a college or university. 4. For being selected as a regular competitor for an international science fair: recommended admission to the corresponding department at a college or university. Article 5 A senior secondary school student who wins an award at an international mathematics or science Olympiad, or who undergoes the final round of selection and training and completes the training for such an Olympiad, or who wins an award at an international science fair, or is selected as a regular competitor for an international science fair, and who meets the requirements for enrollment, may apply for guaranteed admission to study at a two-year junior college of the student's choice. Article 6 A junior high school student who wins an award at an international mathematics or science Olympiad, or who undergoes the final round of selection and training and completes the training for such an Olympiad, or who wins an award at an international science fair, or is selected as a regular competitor for an international science fair, and who meets the requirements for enrollment, may apply for guaranteed admission to study at a senior secondary school or five-year junior college of the student's choice. Article 7 A graduating student who meets the requirements set out in these Regulations to apply for guaranteed or recommended academic advancement shall, within two months from winning the award or obtaining a recommendation, prepare the following documents to be submitted by the school at which the student is currently enrolled to the Ministry for processing. However, in the case of a student applying for guaranteed or recommended admission based on participation in an international science fair with good performance results, the documents shall be submitted by the school at which the student is currently enrolled to the organization in Taiwan that arranged for the participation in the international science fair for its approval, and that organization shall then forward the documents to the Ministry for processing: 1. Certificate of graduation (or expected graduation). 2. Photocopy of the award certificate or relevant documentary evidence. 3. Transcripts of grades of past years. A student who is not a graduating student in the current academic year and who meets the requirements set out in these Regulations to apply for guaranteed or recommended academic advancement shall take the steps set out in the preceding paragraph within two months after the beginning of the first semester of the academic year in which the student is scheduled to graduate. However, a certificate of enrollment shall be substituted for the certificate of graduation (or expected graduation) referred to in subparagraph 1. A student who wins two or more different awards in the same subject area or different subject areas during the same academic year may choose to apply on the basis of the award offering the greatest incentive. When the Ministry reviews an application and finds that the student meets the requirements for guaranteed admission, the school shall be required to accept the Ministry's decision, except in cases of candidates for guaranteed admission to a department of medicine, for which each university may set and follow its own review guidelines. Article 8 A student who competes in an international mathematics or science Olympiad with good performance results is eligible for a scholarship awarded by the Ministry as follows: 1. For winning a gold medal in an international mathematics or science Olympiad (but not including the Asian Pacific Mathematics Olympiad or the Asian Physics Olympiad): NT$200,000. 2. For winning a silver medal at an international mathematics or science Olympiad (but not including the Asian Pacific Mathematics Olympiad or the Asian Physics Olympiad), or a gold medal or O'Halloran prize at the Asian Pacific Mathematics Olympiad, or a gold medal at the Asian Physics Olympiad: NT$100,000. 3. For winning a bronze medal or honorary award at an international mathematics or science Olympiad (but not including the Asian Pacific Mathematics Olympiad or the Asian Physics Olympiad), a silver medal at the Asian Pacific Mathematics Olympiad, or a silver medal at the Asian Physics Olympiad: NT$50,000. A student who wins two or more different awards in the same subject area or different subject areas during the same academic year shall apply on the basis of the award offering the scholarship of the highest monetary amount. Article 9 A student who competes in an international science fair with good performance results is eligible for a scholarship awarded by the Ministry as follows: 1. For winning a first place grand award at the US International Science and Engineering Fair: NT$200,000. 2. For winning a second place grand award at the US International Science and Engineering Fair: NT$100,000. 3. For winning a third or fourth place grand award at the US International Science and Engineering Fair: NT$50,000. Article 9-1 A senior secondary school student who represents Taiwan in competition in an international mathematics, physics, chemistry, biology, earth sciences, or informatics Olympiad (but not including the Asian Physics Olympiad, Asian Pacific Mathematics Olympiad or the International Junior Science Olympiad) and wins a gold medal in that competition and is also in the upper 50 percent of the list of the gold medal winners, or in competition at the US International Science and Engineering Fair and wins a first place grand award, and who subsequently obtains admission to an undergraduate or graduate program in mathematics or science at a top university overseas as recognized by the Ministry, may, during the period beginning from the date he/she wins such award until three months after he/she graduates from university, apply to the Ministry for a scholarship to study overseas based on the undergraduate class year in university or the level in a master or doctoral program of the university into which such applicant shall enter. Student applying for the scholarship to study overseas in accordance with the preceding paragraph shall submit the following documents: 1. Application form. 2. Documentation indicating that the student has Republic of China citizenship and has household registration in Taiwan as well. 3. Photocopy of the award certificate or relevant documentary evidence. 4. Photocopy of a certificate of admission to an undergraduate or graduate program in mathematics or science at a top university overseas as recognized by the Ministry (but not including those in the mainland China, Hong Kong, or Macao areas). Whenever a student application for scholarship to study overseas under these Regulations passes the Ministry's review, the amount of the scholarship issued to the student applicant to study overseas at the master and doctoral levels shall differ based on the country for which the overseas study application was made. At the university level, the scholarship amount shall differ in consideration of the country for which the overseas study application was made, and, in addition, it depends on whether the annual income of the student applicant's family reaches NT$1.45 million or less, or more than NT$1.45 million. Calculation of the annual income of the student applicant's family as referred to in the preceding paragraph shall include the salaries of military personnel in active service, and the salaries of faculty and staff of nurseries, kindergartens, public primary and junior high schools, and private primary and junior high schools, notwithstanding these salaries are exempt from taxation pursuant to Article 4, subparagraphs 1 and 2 of the Income Tax Act. A student applicant, who is qualified to obtain a scholarship to study overseas and whose application passed the Ministry’s review, shall sign a contract with the Ministry. The contract content shall include the amount of the scholarship, the payment period and any subsequent public-interest service that may be required from the student as a condition for the scholarship, causes for termination of the scholarship, or for requiring repayment of the scholarship, and any other rights and obligations. The Ministry shall establish a dedicated task force responsible for providing long-term guidance to those students who study overseas as referred to in the preceding paragraph, monitoring their academic achievement, and providing them any necessary services. Article 9-2 A scholarship in amount of NT$200,000, NT$100,000, or NT$50,000 shall be issued to each such student who is entitled to obtain scholarship in compliance with Article 8 or Article 9 of these Regulations based on their ranking, as long as he/she, during the period studying in a mathematics or science related department of a domestic university, is ranked by that academic department as one of the top three students of that class year. The issuance period for the scholarship referred to in the preceding paragraph does not include any period in which the student has transferred to a different university, or any extension of the standard period of study. Article 9-3 A student who matriculates and receives a scholarship in compliance with these Regulations is obligated to assist the Ministry in the promotion of science education, in a manner to be determined by the Ministry. Article 10 The Ministry may organize a committee to coordinate and review matters relating to academic advancement incentives and scholarship awards for secondary school students who compete and achieve good performance results in international mathematics or science Olympiads and international science fairs. The Ministry will determine the organizational makeup, review procedures, and review standards for the committee. Article 11 Any school that accepts guaranteed admissions or recommended admissions shall carry out regular follow-up guidance of the students admitted through guaranteed or recommended admissions. Article 12 A student who has competed in an international mathematics or science Olympiad or an international science fair with good performance results before these regulations have entered into force and who meets the requirements for academic advancement or a reward under provisions that were effective at that time may enjoy entitlement to handling under the original provisions. Article 13 The Ministry will determine the format of documents and forms required under these Regulations. Article 14 These Regulations shall enter into force from the date of promulgation. Articles 9-1 and 9-2 of these Regulations, as amended on 26 March 2008, shall come into force from 1 July 2007. |
