Article 1

The Standards are enacted pursuant to Article 23, Paragraph 4 of the University Act.

Article 2

Those who meet one of the following criteria may be deemed possessing the like educational level as qualified to take the university entrance examination to enroll in the first year class of an undergraduate program leading to a bachelor degree:

1. Students, having studied in a senior high school, vocational high school, or an extension school, but not graduated therefrom, meet one of the following criteria:

 (1) only the last year of the required terms of study as set forth in the law was not completed, and, for certain reason, suspending or withdrawing the study or retaking the study for at least two years, but holding the transcripts for all enrolled semesters issued by the school, or holding a certificate of study, a certificate of transferring to a different school, or a certificate of suspension of study, together with the transcripts for all enrolled semesters attached therewith;

 (2)  having completed the first semester study of the last year of required terms of study as set forth in the law, and, for certain reason, suspending or withdrawing the study for at least one year, but holding the transcripts for all enrolled semesters issued by the school, or holding a certificate of study, a certificate of transferring to a different school, or a certificate of suspension of study, together with the transcripts for all enrolled semesters attached therewith;

 (3)  having failed to graduate, for certain reason, after completed the required terms of study as set forth in the law, but holding the transcripts for all enrolled semesters issued by the school, or holding a certificate of study, a certificate of transferring to a different school, or a certificate of suspension of study, together with the transcripts for all enrolled semesters attached therewith;

2. Students, having studied in a five-year junior college or an extension school, but not graduated therefrom, meet one of the following criteria:

(1) having completed the second semester study of the third year of required terms of study as set forth in the law, and, for certain reason, suspending or withdrawing the study for at least one year, but holding a certificate of study, a certificate of transferring to a different school, or a certificate of suspension of study, together with the transcripts for all enrolled semesters attached therewith;

 (2)  for certain reason, suspending or withdrawing the study at the fourth or fifth year of required terms of study as set forth in the law, or having failed to graduate after completed the required terms of study as set forth in the law, but holding a certificate of study, a certificate of transferring to a different school, or a certificate of suspension of study, together with the transcripts for all enrolled semesters attached therewith;

3. Students, having studied but not yet graduated from a school with the coherent study program in accordance with the Art Education Act, but holding a certificate of study are subjected, mutatis mutandis, to the preceding two subparagraphs based on the type of school (i.e., senior high school, vocational high school, or five-year college) they attend;

4. Students, having completed the third-year study in the extension division (supplementary advanced education program) of a senior high school, vocational high school or practical skill program (school) and holding a diploma or certificate of completion of study;

5. Those who have passed equivalency examination to test the  academic attainments by way of self-learning approach, and held a certificate evidencing possession of academic attainments equivalent to the diploma of a senior high school, vocational school or junior college;

6. Those who have passed equivalency examination for young soldiers having knowledge, and held a certificate evidencing possession of academic attainments equivalent to the diploma of a senior high school;

7. Those who have passed equivalency examination for honorably discharged servicemen, and held a certificate evidencing possession of academic attainments equivalent to the diploma of a senior high school;

8. Servicemen who have learned through military supplementary education program, passed equivalency examination, and held a certificate evidencing possession of academic attainments equivalent to the diploma of a senior high school;

9. Those who have passed any of the following national examinations with an eligibility certificate:

 (1) Civil Service Senior Examination, Junior Examination or Level 1, Level 2, Level 3, and Level 4 Special Examinations;

 (2) Senior, Junior Examinations for Professional and Technical Personnel or Special Examinations of equivalent levels;

10. Those who hold a certificate of study at a Mainland China senior high school as being recognized in compliance with the Regulations of Acknowledging Mainland China Education Certificates, and meet one of the criteria as listed in Subparagraph 1;

11. Those who possessing certified skills with one of the following qualifications as evidenced by certificates:

(1) Those who have worked for at least five years after obtained a Class C Technician certificate or a comparable certificate equivalent thereto;

(2)Those who have worked for at least two years after obtained a certificate of Class B Technician or a comparable certificate equivalent thereto;

(3)Those who have obtained a Class A Technician certificate or a comparable Technician certificate equivalent thereto;

12.Those aged 22 or older, having completed the following courses and earned at least 40 credits in different subjects with a certificate evidencing the credits earned:

(1)extension education courses at a junior college or higher;

(2)informal education courses recognized by the Ministry of Education (MOE);

(3)part-time courses at the Open University (excluding extension education courses); and

13.Open University part-time students who have earned at least 40 credits (excluding extension education courses) with a certificate evidencing the credits earned.

Article 3

Those who meet one of the following criteria may be deemed possessing the like educational level as qualified to take the university entrance examination to enroll in the first year class of a graduate program leading to a master degree:

1. University students, having studied in an undergraduate program leading to a bachelor degree, with only the last year of the required terms of study as set forth in the law was not completed, and for certain reason, discontinuing or suspending the study for at least two years starting from the first day of the said last year, but holding a certificate of study or suspension of study, together with the transcripts for all enrolled semesters attached therewith;

2.University students, for certain reason, having failed to graduate from an undergraduate program after completed the required terms of study as set forth in the law, and staying for one year starting form the last day of the last year of the required years of study, but holding a certificate of study or suspension of study, together with the transcripts for all enrolled semesters attached therewith;

3. University students, having completed four-year courses while studying in an undergraduate program with required terms of study of six years or longer (including practical training) as set forth in the by-laws of the University, and having earned at least 128 credits therein as required for graduation;

4. Junior College students, having graduated from a three-year college for at least two years or graduated from a two-year junior college or five-year junior college for at least three years. Those who have obtained a certificate of qualification or diploma from the extension school of a junior college, or have passed equivalency examination to test the academic attainments by way of self-learning approach, and have obtained an eligibility certificate of equivalent academic attainments shall receive the same treatment as those who have graduated from a two-year junior college. Each school may set out the required work experience and minimum number of years at work as further requirements for purposes of qualification.

5. Those who have passed any of the following national examinations with an eligibility certificate:

(1) Civil Service Senior Examination or Level 1, Level 2, and Level 3 Special Examinations;

(2) Senior Examination for Professional and Technical Personnel or Special Examinations of equivalent levels;

6. having worked for at least three years after obtaining a Class A Technician certificate or a comparable certificate equivalent thereto.

Article 4

Those who meet one of the following criteria may be deemed possessing the like educational level as qualified to take the university entrance examination to enroll in the first year class of a graduate program leading to a doctoral degree:

1.Graduate students enrolled in a graduate program leading to a master degree, having failed to graduate for certain reason, withdrew or suspended studying for at least one year after having studied for two years and earned the required courses and credits (without the dissertation) therein as required for graduation, but holding a certificate of study or a certificate of suspension of study, together with the transcripts for all enrolled semesters attached therewith, and submitting writings/papers of quality equivalent to that of a master's dissertation.

2.Graduate students, bypassing the master degree, directly enrolled in a graduate program leading to a doctoral degree, having completed the doctoral program, however, failed to pass the doctoral candidate qualification examination or doctoral degree examination, but holding a certificate of study or certificate of suspension of study, together with the transcripts for all enrolled semesters attached therewith, and submitting writings/papers of quality equivalent to that of a master’s dissertation.

3.Students, having graduated from a university with a bachelor's degree in medicine or dentistry, undergone at least two year' professional training, and submitted writings/papers of quality equivalent to that of a master's dissertation.

4.Students, having graduated from a university with a bachelor's degree, worked for at least five years in a field related to the program in which they are now interested to enter, and submitted  writings/papers of quality equivalent to that of a master's dissertation.

5.Those who have passed any of the following national examinations with an eligibility certificate, worked for at least six years in a field related to the program in which they are now interested to enter, and submitted writings/papers of quality equivalent to that of a master's dissertation.

(1)Civil Service Senior Examination or Level 1, Level 2, and Level 3 Special Examinations.

(2)Senior Examination for Professional and Technical Personnel or Special Examinations of equivalent levels.

Whether the quality of writings/papers so submitted is equivalent to that of a master's dissertation shall be decided by individual universities. Creations, performances, together with written reports, or technical reports may respectively substitute for writings/papers in the field of art or applied technology.

The "professional training" as indicated in Paragraph 1, Subparagraph 3 and the "worked in a field related to the program in which they are now interested to enter" as indicated in Subparagraphs 4 and 5 shall be defined by the school.

Those who meet the criteria as originally indicated in Article 4, Paragraph 1, Subparagraph 2 of the Standards prior to the amendment enacted on December 28, 2006 may be deemed possessing the like educational level as qualified to take the university entrance examination in a doctoral program according to the original standards within five years following the amendment and enactment of the Standards on December 28, 2006.

Article 5

Article 2, Subparagraph 1 shall apply, mutatis mutandis, to those holding a diploma from a foreign or Hong Kong/Macao high school whose diplomas are accepted respectively according to the Rules Governing Recognition of Foreign Diplomas and the Regulations Governing the Examination and Recognition of Educational Qualifications of Students from Hong Kong and Macao.

Those having completed study at an equivalent foreign or Hong Kong/Macao high school which is equal to the sophomore of a domestic senior high school may be deemed possessing the like educational level as qualified to take the university entrance examination to enroll in the first year class of an undergraduate program leading to a bachelor degree. However, the University shall increase their required number of credits for graduation or extend their required number of years for them to complete their study.

Article 2, Subparagraph 1 shall apply, mutatis mutandis, to those having completed study at a foreign or Hong Kong/Macao high school which is higher than the education attained in an equivalent domestic senior high school and having completed the comparable years of study less than that required by an equivalent domestic senior high school.

Article 2 Subparagraph 2, Article 3 Subparagraphs 1 to 4, and Subparagraphs 1 to 4 of Paragraph 1 of the preceding article may apply, mutatis mutandis, to those holding a diploma from a foreign or Hong Kong/Macao junior college or higher institute that meets the provisions of the Rules Governing Recognition of Foreign Diplomas and of the Regulations Governing the Examination and Recognition of Educational Qualifications of Students from Hong Kong and Macao. 

Article 6

Relevant MOE like educational level rules shall apply to those having graduated from a military or police academy.

Article 7

The calculation of years set forth in the Standards, unless provided below, shall start from the stipulated beginning date till the last day of enrollment of the current academic year:

1.When calculating the number of years for which one has discontinued or suspended study: The beginning date is the last day on which the last semester was completed as indicated in the transcripts for all enrolled semesters, the certificate of study, the certificate of transferring to a different school, while the ending date is the last day by which one has to enroll in the program of the current academic year.

2.When calculating the number of years undergoing professional training and spent working in a field related to the program in which one is now interested to enter: The beginning date is the date as indicated on the certificate of training or working, while the ending date is the last day by which one has to enroll in the program of the current academic year.

Article 8

The Standards shall take effect from the day of promulgation..
